are compact nations, whose origin is a
common ancestor, who occupy a land or not, that have no recognition by the
highest authority - the monarch, the dictator, the president. As a result, they
must either take up arms, with a view to their own state and an independent
rule, or to overthrow the government and establish themselves as the highest
authority, or to disappear into oblivion.
Minorities are easily scapegoated, not
because of their number, but because of their obscurity and lack of influence
in the state's decisions. A small nation can rule over several, even larger
nations as an established monarch or dictatorship from a family of its own
elite society.
